Authorize the Administrative Officer to sign the Solid Waste Management Local Solid Waste Financial Assistance agreement with the Washington State Department of Ecology (SR 20-014; B. Straughn)

Background

The legislature regularly approves the expenditure of funds, distributed by the Department of Ecology, for the enforcement of solid waste handling and disposal regulations. The appropriated funds are divided between local public works departments and local health jurisdictions. As shown in the attached draft agreement (Exhibit A), Ecology is proposing to provide the Health District with $231,719.50 for the 2019-2021 biennium. The Health District’s “match” is $77,239.83. It is important to note that the match monies are already budgeted and will be spent on these activities; thus there is no additional money to be budgeted as a result of the required match. The contract money was also anticipated and is included as expected revenue in the 2020 budget. Due to delays in contract preparation, staff proposes to utilize the funds over 18 months beginning January 1, 2020.

 

The “Authorized Signatory” on page three is a placeholder used during development of the agreement and will be updated by Ecology to reflect Shawn Frederick’s name and position prior to being signed and fully executed.

 

The proposed contract has been reviewed by legal counsel Weed Graafstra with no concerns.

 
Board Authority

Consistent with Resolution 19-20 and the revised Division of Responsibilities (10/8/19), the Board of Health retains contract authority for non-legal services greater than $50,000/year or $100,000/total contract.

 
Recommended Motion

MOVE to authorize the Administrative Officer to sign the Solid Waste Management Local Solid Waste Financial Assistance Agreement with the Washington State Department of Ecology.
