Background

The Health District accepts orders for birth certificates four ways: in person, by mail, by email, or online. Online orders for birth certificates are currently accepted by way of two web-based portals, VitalChek and EnvisionConnect Online (ECO). VitalChek is a nationally used online service. The Health District added the ECO option approximately two years ago. 

 

Recent quality-improvement data gathered (Exhibit A) shows that there is a greater number of orders received through VitalChek and less staff follow-up and rework performed due to discrepancies or software issues. Due to the decrease in staff time, the profit margin is higher filling orders through VitalChek. 

 

The fee for a birth certificate via ECO is $22; through VitalChek the fee is $33.50. Birth certificates will continue to be available for $20 (picked up in person) or $22 (mailed) if they are ordered in person, by mail, or by email.

 

Additionally, changes in state law relative to the confirmation of personally identifiable information will require the discontinuation of the ECO process by January 1, 2021. Because the District receives more online orders via VitalChek and because of increased efficiency in the overall process, staff recommends discontinuing the ECO option now.

 
Board Authority

Consistent with Resolution 19-20 and the revised Division of Responsibilities (10/8/19), the Board of Health has authority over the Health District budget.

 
Recommended Motion

MOVE TO authorize the Administrative Officer to approve utilizing VitalChek only for birth certificate online orders and to eliminate using EnvisionConnect Online.
