Update on filling one budgeted, vacant position (SR 20-052; S. Frederick)

Division:
Administration / Shawn Frederick, Administrative Officer
Prior Board Review:
Administration Committee, 6/24/20; Executive Committee, 6/25/20

Background

In accordance with a budget proviso, recruitment for vacant staff positions must be approved by the Board of Health during the 2020 budget year. However, at the March 26 Executive Committee meeting, the committee approved suspending until the end of the declaration of emergency the requirement that the Board approves filling budgeted vacancies.

The Administrative Officer will keep the Board informed when staff requests to fill budgeted, vacant positions. One such position is a 1.0 FTE Environmental Health specialist in our food safety program who has submitted her resignation effective June 15, 2020. The position description (Exhibit A) describes the activities the incumbent performs within the program.

The current position is budgeted at $86,278 (salary + benefits). The recently resigned employee was in the middle of the pay scale, so a new employee may result in a minor savings to the budget.

Board Authority

Consistent with Resolution 19-20 and the revised Division of Responsibilities (10/8/19), the Board of Health has authority over the Health District budget. In accordance with Resolution 18-27, no hiring of additional employees is allowed without the review and approval of the Executive Committee and the Board of Health.

Recommended Motion

No action required. Briefing only.
