Consent Agenda

Authorize the Administrative Officer to sign the amendment to the contract with the State Department of Ecology for Local Source Control activities (SR 20-067; B. Straughn)

Division:
Environmental Health / Bruce Straughn, Assistant Director
Prior Board Review:
Board of Health, 7/9/19; Administration Committee, 8/26/20; Executive Committee, 8/27/20

Background

In July 2019 the Board approved a two-year contract with the Department of Ecology to perform activities related to Ecology’s Local Source Control (LSC) program. The contract award for the two-year period is $504,634.13.

LSC staff provide hands-on assistance and regulatory advice to help small businesses identify and resolve possible causes of pollution. Participation by businesses is completely voluntary in nature. The Health District has provided LSC services for approximately ten years.

The Health District is currently unable to fully utilize the funds in the agreement due to staff reassignments related to COVID-19 activities. Ecology is proposing to reduce the contract funds available by the amount the District has “underspent” the contract thus far. The reduction is approximately 16%. There is a corresponding decrease in the deliverables the Health District is responsible for providing.

The total compensation is decreased by $80,741.45, from $504,634.13 to $423,892.68.

Board Authority

Consistent with Resolution 19-20 and the revised Division of Responsibilities (10/8/19), the Board of Health retains contract authority for non-legal services greater than $50,000/year or $100,000/total contract.

Recommended Motion

MOVE TO authorize the Administrative Officer to sign the amendment to the contract with the State Department of Ecology for Local Source Control activities.
