On August 18, 2020, the Health District issued a request for proposals (RFP) for external painting for the Rucker Building. The RFP was developed in collaboration with our legal counsel to ensure that the process met legal requirements. The Health District received five responses by the due date of September 1, 2020.

Administrative Officer Shawn Frederick and Building and Fleet Maintenance Specialist Jim Neal served as the evaluation committee and reviewed and scored the responsive submittals. NI Painting & Construction (proposal attached as Exhibit A) scored highest with 95 out of 100 from Mr. Frederick (Exhibit B) and 100 out of 100 from Mr. Neal (Exhibit C), totaling 195. The second-highest firm scored a combined 180. Based on submittals and scoring, staff identified NI Painting & Construction as the recommended consultant.

The project is expected to cost approximately $66K, including upgrades shown on page four of the submittal. This body of work was budgeted for $150,000 in the 2020 budget.

Consistent with Resolution 19-20 and the revised Division of Responsibilities (10/8/19), the Board of Health retains contract authority for non-legal services greater than $50,000/year or $100,000/total contract.

MOVE TO authorize the Administrative Officer to move forward with NI Painting & Construction Company regarding external painting for the Rucker Building, pending final negotiations.
