Funding for solid waste enforcement activities is primarily via three revenue streams: annual operating permits for solid waste handling facilities, the Local Solid Waste Funding Assistance contract with Ecology, and an intergovernmental agreement with Snohomish County. This staff report relates to the Snohomish County intergovernmental agreement, which is very similar to one that expires December 31, 2020. 

The agreement with Snohomish County provides the Health District with $1 per ton of solid waste that is transferred through the County’s Public Works solid waste management system. This is unchanged from the existing agreement. The Health District does not charge permit fees for County-owned and operated solid waste facilities. The Health District utilizes these funds for inspections of county facilities and permit-exempt facilities. This agreement adds flexibility in that it will also allow the Health District to utilize the funding source for all activities related to investigation and enforcement of improper solid waste disposal complaints.

Funds are remitted to the Health District quarterly and average $450,000 - $500,000 annually. No progress reports or reporting on duties is required.

Consistent with Resolution 19-20 and the revised Division of Responsibilities (10/8/19), the Board of Health retains contract authority for non-legal services greater than $50,000/year or $100,000/total contract.

MOVE TO authorize the Administrative Officer to sign the intergovernmental agreement between Snohomish County and the Snohomish Health District for activities related to solid waste in Snohomish County, from January 1, 2021, to December 31, 2023.
