Background

Snohomish Health District recognizes that providing information and promoting access to health care for community member improves health and reduces the overall cost of health care on a community. The District also recognizes that it serves the most vulnerable population regarding ability to access health care and those clients would benefit from having easy access to information about affordable health care. The District further recognizes that its resources are limited in the ability to fully accomplish goals of providing the needed information and that a collaborative approach would be more efficient and cost-effective.

 

This interagency agreement with the Health Care Authority supports Medicaid-related outreach and linkage activities performed by District-eligible residents who have no or inadequate medical coverage, and includes explaining the benefits of the Medicaid program, assisting them in the Medicaid application and renewal processes, and linking them to Medicaid-covered services. This agreement provides a process for partially reimbursing the District for allowable and reasonable expenses associated with time spent performing Medicaid Administrative Claiming (MAC) activities. In 2019, the total reimbursement for MAC activities was $111,756. The District is on pace to exceed that result in 2020, with a projected reimbursement amount of $61,464 for January 1 through June 30, 2020.The current contract expires on December 31, 2020.

 

Upon approval by both parties, the agreement (Exhibit A) will commence January 1, 2021, and terminate December 31, 2022, consistent with all applicable terms and provisions.

 
Board Authority

Consistent with Resolution 19-20 and the revised Division of Responsibilities (10/8/19), the Board of Health retains contract authority for non-legal services greater than $50,000/year or $100,000/total contract.

 
Recommended Motion

MOVE TO authorize the Administrative Officer to sign the Medicaid Administrative Claiming interagency agreement with the Health Care Authority for the term Jan. 1, 2021, through Dec. 31, 2022.
