Background

The Health District upgraded the financial system from IFAS to OneSolution starting late 2017 and throughout 2018. We officially started using the system in January 2019. Employees began using the timecard and employee online system with the February 8, 2019, paycheck while simultaneously using paper timesheets for an additional five pay periods before fully transitioning to the new online timekeeping system. Since using the OneSolution system, Finance and Human Resources have identified numerous issues, as shown in Exhibit A.

 

The District would like to collect bids for a Human Resources Information System and payroll processing provider that is cloud-based and user-friendly with a higher customer service response rate. Currently, $50,000 is included in the 2021 budget to add this system. One bid has been received, which is under the $50,000 threshold; the cost is based on number of employees. At least two more bids will be solicited per our purchasing policy.

 
Board Authority

Consistent with Resolution 19-20 and the revised Division of Responsibilities (10/8/19), the Board of Health has authority over the Health District budget.
