Background

Introduction: The promotion of early learning and childhood development is central to the Snohomish Health District’s (SHD) mission to spearhead efforts to protect and advance the collective health of Snohomish County. With 90% of brain development occurring before the age of five, the critical window for learning among young children is evident. Vroom offers a compilation of science-based brain-building tools and messaging for families and caregivers to implement into routine activities among their children.

 

Background: Vroom is a global program generated by the Bezos Family Foundation (https://www.vroom.org/for-professionals), which seeks to help parents use shared moments with their children to support learning and brain development. Vroom has been activated in King, Pierce, Skagit, and Yakima Counties across Washington State. Snohomish County is one of six high-priority counties listed in the request for proposal. The project prioritizes Vroom introduction to underserved families and communities that have been historically marginalized.

 

Proposed Intervention and Results: Targeted outreach will be to medium- and high-risk priority areas within the Maternal and Child Health (MCH) Equity Priority framework. Outreach will include integration of Vroom coaching and tools into CYSHCN in-home visits and the CCHOP activities. Outreach will be conducted among community partners such as medical providers and nonprofit organizations. Secondary outreach will be established through SHD MCH communication channels (e.g., newsletters, webpage social media and online learning). In the draft grant application (Exhibit A) we propose expanded and sustained impacts of Vroom in Snohomish County, with increased awareness of the rational for brain building in early learning, as well as improved support for families most vulnerable to disparities. 

 

Innovation: Vroom will be embedded into existing MCH program activities. No new personnel will be hired. We anticipate community impacts to persist during and after the year contract period as Vroom outreach and activities boast a self-sustaining model.

 

Budget Overview: 46% for indirect costs; 54% for personnel; $50,000 for total budget

Board Authority

Consistent with Resolution 19-20 and the revised Division of Responsibilities (10/8/19), the Board of Health reviews and takes action on applications for grant funding, approval of grants, expiration or renewal, and the budget and staffing implications thereof.

 
Recommended Motion

MOVE TO authorize the Administrative Officer to approve the Vroom grant application through the Washington State Department of Health.
