Authorize the Administrative Officer to execute Amendment #18 to the Consolidated Contract (SR 21-002; K. Curtis)

Background

As part of the State’s consolidated contract, the Washington State Department of Health, has awarded the Health District the following funds:

 

  • Commercial Tobacco Prevention Program added $18,886 for Tobacco and Vape prevention. Work in this grant includes preventing tobacco use among youth and young adults with emphasis on nicotine consumed through electronic cigarettes/vapor products. Funding period for all work is July 1, 2020, through June 30, 2021

  • COVID-19 Emergency Language & Community Outreach Services, $120,000. The purpose of this funding is to ensure COVID-related materials produced by the Health District are in languages and formats that are accessible to all members of the community. Funding period is currently July 1, 2020 through Dec. 31, 2021.

  • Public Health Emergency Preparedness and Response added an additional $214,127 and Cities Readiness (medical countermeasures) added an additional $52,828. These funds are to be used for preparedness activities at the District. Funding period runs July 1, 2020, through June 30, 2021.

  • Infectious Disease Prevention Section (Sexually Transmitted Diseases) added additional funding to the following areas:

     

    • STD prevention work - $59,342 for a total of $119,374

    • Viral Hepatitis Surveillance - $16,329 for a total of $32,658

    • HIV Rebate funding - $15,716 for a total of $31,432

    • STD Prevention work (funding period Jan 2021 – June 2021) $35,250

    • HIV Prevention work (funding period Jan 2021 – June 2021) $55,331

    • Viral Hepatitis Surveillance (funding period Jan 2021 – June 2021) $5,445

       

  • Maternal and Child Health Block Grant funding $444,879. This represents flat funding for this grant. This work includes our Children with Special Health Care needs work, Universal Development work and ACEs work. Funding period runs Oct. 1, 2020, through Sept. 30, 2021.

  • Vaccine Hesitancy in Special Populations added an additional $21,420. These funds are to increase vaccination rates among the Russian- and Ukrainian-speaking populations within Snohomish County. Funding period runs July 1, 2020, through June 30, 2021.

  • Enhanced Influenza Coverage project added an additional $22,575. These funds are to increase influenza vaccination rates in Snohomish County. Funding period runs July 1, 2020, through June 30, 2021.

  • Office of Immunization & Child Profile – Perinatal Hep B added an additional $10,750. These funds are to identify and ensure treatment of Hep B positive women and their infants. Funding period runs July 1, 2020, through June 30, 2021.

  • Promotion of Immunizations to Improve Vaccination Rates added an additional $22,575. These funds are to be used to increase immunization rates among targeted populations. The funding period runs July 1, 2020, through June 30, 2021.

  • Office of Immunizations & Child Profile – Regional Representatives added an additional $37,234. These funds are to be used for vaccine work in Snohomish, Skagit, Island, Whatcom, and San Juan Counties. Snohomish County takes on this regional body of work. Funding period is July 1, 2020, through June 30, 2021.

 

The total amount added through this amendment is $1,152,687. Total consideration is $19,764,298.

 
Board Authority

Consistent with Resolution 19-20 and the revised Division of Responsibilities (10/8/19), the Board of Health has authority over the Health District budget.

 
Recommended Motion

MOVE TO authorize the Administrative Officer to execute Amendment #18 to the Consolidated Contract.
