Authorize the Administrative Officer to sign a one-year extension with Universal Language Service for translation and interpreter services from February 1, 2021, through January 31, 2022 (SR 21-006; K. Curtis)

Background

In 2018 the Snohomish Health District published a request for bid for translation and interpretation services. Universal Language Services was one of two service providers chosen to ensure access to all needed languages for programmatic work at the District. In the past the District has spent around $30,000 for services so this contract has not previously come before the board. Due to interpreter and translation needs to respond to COVID-19, the cost for these services has increased to around $50,000.

 

Universal Language Services has met the needs of the District for translation and interpreter services. Attached as Exhibit A is the original contract. A letter of intent to extend for one year was sent to ULS on December 22. The letter and their email reply are included as Exhibit B. Upon approval by both parties, the agreement will commence on February 1, 2021, and terminate January 31, 2022, consistent with all applicable terms and provisions.

 
Board Authority

Consistent with Resolution 19-20 and the revised Division of Responsibilities (10/8/19), the Board of Health retains contract authority for non-legal services greater than $50,000/year or $100,000/total contract.

 
Recommended Motion

MOVE TO authorize the Administrative Officer to sign a one-year extension with Universal Language Services for translation and interpreter services from February 1, 2021, through January 31, 2022.
