| | | | | | | | Background | The Snohomish Health District and AFSCME engaged in a discussion to extend the current contract. Based on these discussions between the District’s Lead Negotiator, Human Resources Manager, and the business representative, an MOU was developed. The MOU (Exhibit A) and Article 3 (Exhibit B) were fully ratified by the bargaining unit group by notification to the District on January 6, 2021.
The current agreement of January 1, 2018, to December 31, 2020 (Exhibit C), will continue as is with the following exceptions:

Term of the agreement will be extended one year with a new termination date of December 31, 2021.

Compensation rates will stay the same as 2020 unless the District agrees to a general wage increase for employees in bargaining units represented by other unions.

Article 3 of the agreement will be revised as shown in Exhibit B to reflect the Janus v. AFSCME Supreme Court decision.

Effective January 1, 2021, three employees classified as Program Assistant 1’s will be reclassified to the Program Assistant 2 range.
