Background

In 2009 the Public Health Advisory Council (PHAC) was established by Resolution 09-20 of the Board of Health. The purpose of the PHAC is to convene community partners to provide periodic advice to the Health District and Board of Health and to make recommendations relevant to improving the health of the citizens of Snohomish County. Members are appointed to the Council for staggered three-year terms and serve without compensation. Members are appointed by the Chair of the Board and confirmed by the full Board of Health.

 

Nine community-sector terms expired at the end of June 2021. Typically, re-appointment following a term expiration would be for three years. However, HB 1152 signed into law in May 2021, requires changes to the PHAC membership and the charter. To allow for planning and implementation of HB 1152, we are suggesting a 6-month extension of their previous appointments though December 2021. Not all previously appointed members are wishing to seek this extension as reflected in the table below.

 

Six members are seeking an extension, and three sectors will be unfilled. Of these nine sectors, current and proposed members are:

Chair Stephanie Wright has extended the appointed of four Public Health Advisory Council members for 6-months (though December 2021) and requests Board of Health confirmation.

 
Board Authority

Consistent with Resolutions 09-20 and 12-16, and approved recommendations in Staff Report #16-033, the Board of Health has authority to confirm PHAC membership.
