Background

Washington State Department of Ecology (Ecology) administers a fund for the Pollution Prevention Assistance Partnership, formerly known as the Local Source Control Partnership. Snohomish Health District has entered into a partnership with Ecology for these funds since 2007 at the inception of the program.

 

These funds are not grant funds, but rather interagency contractual agreements to perform specific work. Funds are allocated on a biennium basis. This program provides funds for hands-on technical assistance to help businesses find and resolve potential pollution issues. 

 

The Board approved the application for these funds in February of 2021.  We’ve since been notified that the funds have been awarded, and the unsigned contract is included as an exhibit in the meeting packet. This biennium’s award is for $465,432 and includes 25% for indirect costs. This funding pays for approximately 1.6 FTE. 

 
Board Authority

Consistent with Resolution 19-20 and the revised Division of Responsibilities (10/8/19), the Board of Health retains contract approval authority for new, extending, or renewing grants and contracts over $50,000 or that require matching funds.

 
Recommended Motion

MOVE TO authorize the Administrative Officer to sign the Pollution Prevention Assistance Partnership IAA with the Washington State Department of Ecology.
