BOARD OF HEALTH STAFF REPORT (SR 21-079)
August 25, 2021
Action

Authorize the Administrative Officer to fully execute an interagency agreement with Whatcom County for isolation and quarantine services (SR 21-079; C. Parker)

Division:
Administration / Carrie Parker
Prior Board Review:
None

Background

In July of 2021, Snohomish County Health and Human Services and Department of Emergency Management demobilized the I&Q site housed at the Monroe State Fairgrounds.

In order to help meet the I&Q needs of Snohomish County, this agreement with Whatcom County would allow the Health District to transport confirmed COVID cases or close contacts in Snohomish County needing isolation or quarantine facilities to the Whatcom isolation and quarantine facility in Bellingham. Health District employees will perform daily check-ins via phone to assess additional needs and status of Snohomish County clients. Whatcom County would perform daily onsite check-ins and provide for all meals and hygiene needs while the client is at the facility. The Health District will be responsible for client transport to/from the facility.

Board Authority

Consistent with Resolution 19-20 and the revised Division of Responsibilities (10/8/19), the Board of Health retains contract authority for non-legal services greater than $50,000/year or $100,000/total contract.
