Policy POL 120.003 concerning telecommuting (SR 21-089; P. Aguilar)

Division:
Administration / Pamela Aguilar, Human Resources Manager
Prior Board Review:
Program Policy Committee, 9/16/21; Administration Committee, 9/22/21; Executive Committee, 9/23/21

Background

In March 2020 the District quickly created a telecommuting policy to provide the ability for employees to telecommute which would help slow the spread of COVID-19 and keep a healthy workforce. The District has been providing the option for telecommuting over the last 19 months, and feedback from employees is that it has worked well. Therefore, we would like to bring forward a permanent policy to continue providing the program.

The purpose of this policy is to establish uniform standards for implementation, selection, supervision, and evaluation of employees who are authorized to telecommute. Employees are required to submit a telecommuting application in writing or email, with the following information:

  1. Proposed telecommuting day(s) requested
  2. Proposed hours for days requested
  3. Tasks the employee proposes performing while telecommuting
  4. How performance will be assessed for work performed while not on site
  5. Impacts on the employee’s work unit

Employees will submit their request to their supervisor using the telecommuting agreement (Exhibit B), then the supervisor will work through the request using the checklist (Exhibit C) to decide if they will approve or deny the request. The request (either approved or denied) would be forwarded to HR to be placed in the Employee’s personnel file.

Board Authority

Consistent with Resolution 11-36 (12/13/11) and SHD’s “Division of Responsibilities,” the Board of Health approves changes to the employee policies.
