Adopt Res. 21-21 approving the proposed Environmental Health fee schedule as shown in Exhibit A (SR 21-101; R. Gray)

Background

Environmental Health would like to make some adjustments to current applicable fee schedules.

 

Food Safety - Update from September Briefing:

The only substantive change since the briefing presented in the September Committee meetings is the definition of a farmers market.  The farmers market stakeholders that staff consulted with recommended the following: “five or more Washington growers who assemble at a defined physical location for the purpose of selling products that they have grown, raised, and may have processed directly to consumers.”

 

Land Use

  • Most fees have been adjusted by approximately 2% to fund the COLA approved by the Board of Health in 2021
  • Language has been added to mirror sections of the food safety fee schedule
  • References to “One Resubmittal Following Disapproval” have been removed


Safe Environments

  • Most fees have been adjusted by approximately 2% to fund the COLA approved by the BOH in 2021
  • Language has been added to mirror sections of the food safety fee schedule
  • Secure medicine return section has been removed as the State will be taking over this program in November 2021 and the Health District will no longer be administering or receiving fees

 

Solid Waste

  • Most fees have been adjusted by approximately 2% to fund the COLA approved by the Board of Health in 2021

 

Vital Records

  • Most of these fees are set by the State and will not be adjusted
  • The identity verification and records retention fee has been added to online orders as VitalChek has not been performing this function, and it has increased from $13.50 to $15.00
  • An annual data-sharing fee of $1,010 has been added for the weekly-emailed “death list”

 

These changes are currently included in the 2022 preliminary budget.

 
Board Authority

Consistent with Resolution 19-20 and the revised Division of Responsibilities (10/8/19), the Board of Health has authority over the Health District budget.

 
Recommended Motion
MOVE TO adopt Res. 21-21 approving the proposed Environmental Health fee schedule as shown in Exhibit A.
