Executive Committee, 1/6/22

Background

The American Federation of State, County, and Municipal Employees (AFSCME) represents many of the support staff in the Snohomish Health District. Recently, the Health District and AFSCME engaged in a discussion to extend the current memorandum of understanding (MOU) one additional year. The MOU was fully ratified by the bargaining unit group by notification to the District on December 23, 2021.

The current agreement of January 1, 2018, to December 31, 2020, will continue as-is with the following exceptions;

  1. Term of the agreement will be extended one additional year with a new termination date of December 31, 2022.
  2. Compensation rates will increase by 2% as listed in the AFSCME Salary Schedule. This is the same salary increase as Non-Represented, PROTEC17 and WSNA employees.
  3. Article 3 of the agreement will be revised as shown in Exhibit A to reflect the Janus v. AFSCME Supreme Court decision.

Board Authority

Consistent with Resolution 19-20 and the revised Division of Responsibilities (10/8/19), the Board of Health approves collective bargaining agreements.
