| | | | | | | | Background | It is the policy of the District to ensure integrity in the procurement process and to maximize economic benefits. The District shall provide a fair forum for those interested in bidding on public contracts and help ensure that public contracts are performed satisfactorily and efficiently with the least cost to the public while avoiding fraud and favoritism in their award.
The current policy was adopted September 08, 2020. In March 2021, the District’s 2019 Office of the Washington State Auditors Financial and Single-Audit report identified additional changes. This proposed policy complies with and responds to those requests.
The audit identified that the District's purchasing policy requires the following corrections:
- When discussing methods for purchases at auctions, the policy incorrectly references RCW 39.04.010
- The policy does not include references to the simplified acquisition threshold as required by 2 CFR 200
- The policy does not include requirements for a cost or price analysis as required by 2 CFR 200
- We recommend the District update the District's Purchasing Policy to reference applicable state regulations and include all Uniform Guidance requirements.
Staff also recommend adding purchasing authority limits based on total invoice value and job title.
The revisions have been reviewed by Thompson, Guildner & Associates, Inc., P.S. on February 9, 2022.
