Amendment with Snohomish County extending the CLFR invoice period through December 31, 2022 (SR 22-033; P. Aguilar)

Background

The Health District is a subrecipient of the County’s share of the Coronavirus Local Fiscal Recovery (“CLFR”) grant funding (Exhibit A) which allows the District to pay qualifying employees up to a combined total of $150,000. Throughout the entirety of the COVID-19 emergency, residents of Snohomish County relied on the work of District employees who faced the risk of exposure to COVID-19 to maintain government services. Many District employees could not choose to work from home and were required to commute to work to perform their jobs which involved substantial interaction with customers and co-workers that could have potentially spread the virus.

 

Employees were eligible if they met the following conditions:

 

  • Employed at the District as of the effective date of the policy in a full-time or part-time position budgeted for at least 20 hours per week,
  • Assigned their regular duties for at least six months between March 23, 2020, and the effective date of the policy, and
  • During those six months were required by their supervisor to perform job duties on-site for a cumulative total of at least one hundred twenty (120) hours that placed the employee in a position of potential exposure to COVID-19.

  

The District was unable to complete the billing process by the deadline of December 31, 2021, to be reimbursed for the cost paid out to qualifying employees. Snohomish County Finance requested the attached amendment (Exhibit B) to allow the District to complete the billing process. Once approved, the District will be able to provide the County with a bill for $80,422.

 
Board Authority

Consistent with Resolution 19-20 and the revised Division of Responsibilities (10/8/19), the Board of Health retains contract authority for non-legal services greater than $50,000/year or $100,000/total contract.

 
Recommended Motion

MOVE TO authorize the Administrative Officer to sign the amendment with Snohomish County extending the CLFR invoice period through December 31, 2022.
