On May 25, the Board of Health adopted a resolution in support of Snohomish County withdrawing from the Snohomish Health District. Subsequently, on June 8, the County Council adopted a resolution to withdraw from the Snohomish Health District effective December 31, 2022. As part of this initiative, it was the stated intent to move the staff, assets, and funds in whole to Snohomish County to constitute the newly formed Snohomish County Health Department expected to begin operation on January 1, 2023.
Staff have been working to secure a professional service agreement with a contractor who has unique insight into the merger discussion, having completed a study on the topic of merging the District into the County government structure in 2016-2017. There has been a request to waive certain elements of the District’s standard contracting language. Those elements include exclusions for "explosion, collapse, or underground property damage,” additional endorsements, and that the District be named as an additional insured party. The potential contractor is requesting to utilize his insurance coverages, as shown in Exhibit A.
Given the urgency of contracting a project manager for the withdrawal process and pending objection from the Board, Staff currently plan to grant the waiver request.
