Amendment #4 with Health Care Authority for the ABCD program (SR 22-052; P. Sampaga-Khim)

Background

The Health Care Authority (HCA) provides funding to the Health District to oversee the Access to Baby and Child Dentistry (ABCD) program. This program connects parents who have Apple Health to a local dentist. The program also outreaches to dentists to enroll them in the program to be able to accept new patients and increase dental care/access in Snohomish County.

With the latest contract extension, HCA has added an additional $150,576 in funding. The total amount of the contract is $356,938 and is spread out as follows:

  • $43,000 for July 1, 2018 - June 30, 2019
  • $43,000 for July 1, 2019 - June 30, 2020
  • $43,000 for July 1, 2020 - June 30, 2021
  • $77,362 for July 1, 2021 - June 30, 2022
  • $150,576 for July 1, 2022 - June 30, 2024

 

The data sharing amendment extends the data sharing agreement (DSA) through June 30, 2024. The purpose of the DSA is to identify, describe, and protect the Medicaid data being provided by HCA from ProviderOne to the receiving party. The purpose for sharing the data is for the receiving party to identify eligible ABCD clients to match them to a dentist, then provide client outreach to families with children under the age of six (6) and disabled children under the age of thirteen (13). Outreach will be done by making phone calls to families to assist with connecting the child to an ABCD-certified dentist, and information regarding the ABCD program will be sent via mail. The data helps identify and address family barriers to accessing oral health care.

 
Board Authority
Consistent with Resolution 19-20 and the revised Division of Responsibilities (10/8/19), the Board of Health retains contract authority for non-legal services greater than $50,000/year or $100,000/total contract. 
Recommended Motion

MOVE TO authorize the Administrative Officer to sign amendment #4 to the contract and amendment #1 to the data sharing agreement with the Health Care Authority for the ABCD program.
