Background

The District recently opened recruitment for a new grant accountant position, approved in the first budget amendment of 2022. Staff posted, interviewed, and selected an internal candidate who is currently the Payroll Analyst.

 

The District’s payroll analyst performs the payroll process for staff including managing all related steps for current employees, terminating employees, employees experiencing a change in status, FTE or benefit eligibility.

Staff met with the County’s financial operations staff to discuss and learn what payroll processing looks like as a County department. The County shared that the payroll technicians within the Financial Operations department are the staff that process the payroll for all County staff. The department has payroll liaisons that analyze time reported and sends information to the payroll technicians to process payroll.

 

Based on this information, District staff are recommending to reclassify the Payroll Analyst role from range 13 to a Program Specialist 2 classification at range 11. All three roles (payroll analyst, program specialist, and payroll technician) are with the AFSCME bargaining unit. This reclassification will not take any work away from the union and if approved, District staff will communicate this with the union. This reclassification saves an estimated $9,000 annually in cost, including benefits.

 
Board Authority

Consistent with Resolution 19-20 and the revised Division of Responsibilities (10/8/19), the Board of Health has authority over the Health District budget.

MOVE TO authorize the Administrative Officer to reclassify the payroll analyst role to a program specialist II - accounting specialist role.
