Background

In 2018, Snohomish Health District was awarded the Overdose to Action grant (OD2A) to implement strategies that improve outcomes for individuals impacted by opioid misuse disorders and improve data collection on opioid outcomes in the county. This work is carried out by a healthy communities specialist with support from an epidemiologist. We are currently in year 4 of the 4-year cycle.

 

As a component of this grant, Snohomish Health District established partnerships with area hospitals and requested that they participate by aiding with data collection related to non-fatal overdose admissions to their emergency rooms. While all four hospitals in the county have been approached, Swedish and Providence are currently the only two participating.

 

This item was brought to all three Board Committees in July and on July 28, the Executive Committee gave final approval for entering into agreements with both Providence and Swedish for these services. However, due to the increase in fatal and non-fatal overdoses in the county the last few years, Swedish Medical Center has been experiencing an influx in their emergency departments that has outpaced the previously approved funding amount. Staff would like to request revising the agreement with Swedish to increase the amount by $5,000, bringing the total not-to-exceed amount of the contract to $25,000, to accurately reflect the work that they are currently doing to assist us in data-collection efforts around non-fatal overdoses.

 

The cost of this increase would be funded wholly by the District’s OD2A grant. 

 
Board Authority

Consistent with Resolution 19-20 and the revised Division of Responsibilities (10/8/19), the Board of Health retains contract authority for non-legal services greater than $50,000/year or $100,000/total contract.

 
Recommended Motion

MOVE TO authorize the Administrative Officer to sign the revised agreement with Swedish Medical Center to provide surveillance activities for non-fatal overdose emergency room visits.
