Authorize the Administrative Officer to reimburse a staff member $1,000 for tuition-related expenses for fall quarter 2022 (SR 22-101; K. Curtis)

Background

The Health District has received a request for reimbursement for tuition from a member of PROTEC17 (Exhibit A). As outlined below in the PROTEC17 APHU contract the District employee handbook, the District can reimburse individuals for higher education expenses. The individual is requesting reimbursement in the amount of $7,042 for coursework taken during the fall quarter.

 

The District currently does not have a set amount established for tuition reimbursement. These items would need to be budgeted into programmatic budgets during the budget preparation cycle.  At this time the District is proposing that we reimburse the member $1,000 for tuition-related expenses for fall quarter.

 

Allied Professional Health Unit Contract, Section 20.3

20.3 TUITION REFUND

The District has established a policy of refunding tuition to employees who enroll and complete an approved job-related course at an approved educational or training institution during non-working hours. Employees desiring to apply for tuition refund must submit a written request to the District for review by the Board of Health at a regular meeting. No tuition will be refunded unless prior authorization has been granted by the Board of Health

5.04 TUITION REIMBURSEMENT

Employees may apply for reimbursement of the cost of tuition for an approved, job-related course at an approved educational or training institution. All class time and coursework must be completed during non-working hours. Employees desiring to apply for tuition reimbursement must submit a written request to their supervisor for review by the division director and approval from the Administrator, or designee. No tuition will be reimbursed unless prior authorization has been granted by the Administrator, or designee. Approvals are within the sole discretion of the Administrator, or designee, and will be based on consideration such as budget, perceived value to the District, the requesting employee’s employment record and the like. If an employee leaves subsequent to receiving tuition reimbursement, he/she may be required to repay all or a portion of the reimbursement amount. Please contact Human Resources for details regarding tuition reimbursement.

 
Board Authority

Consistent with Resolution 19-20 and the revised Division of Responsibilities (10/8/19), the Board of Health has authority over the Health District budget.

 
Recommended Motion

MOVE TO authorize the Administrative Officer to reimburse a staff member $1,000 for tuition-related expenses for fall quarter 2022.
