Background

Following the mid-year resignation of a Board of Health member, it was determined that there isn’t a clear or consistent means of selecting a representative from each of the five County Council districts for smaller cities and towns. Chair Adrienne Fraley-Monillas requested legal counsel to examine the wording in the Health District Charter that addresses membership and city representation to determine if a more clearly defined process could be established that includes fair and balanced representation and an opportunity for all smaller cities and towns to participate on the Board.

 

Mr. Grant Weed reviewed Article III of the Health District Charter, which describes how the Board is constituted, including how cities in each council district (minus the largest city) determine their representative on the Board. Mr. Weed drafted Res. 18-26 with suggested amendments to Article III (Exhibit A) intended to address concerns and to more clearly define a process of selection and membership for Board positions for smaller cities and towns in each of the five County Council districts.

 
Board Authority

Consistent with the Snohomish Health District Charter (1959; 1997), Resolution 11-36 (12/13/11) and SHD’s “Division of Responsibilities,” the Board of Health sets policy.

 
Recommended Motion

MOVE TO approve Res. 18-26 amending Article III of the Health District Charter addressing Board of Health membership and city representation.
