The Public Health Advisory Council (PHAC) was established by Resolution 09-20 of the Board of Health and by RCW 70.46.140. The purpose of the PHAC is to convene community partners to provide periodic advice to the Health District and Board of Health and to make recommendations relevant to improving the health of the citizens of Snohomish County. Members are appointed to the Council by the Board of Health for staggered three-year terms and serve without compensation.
Numerous sectors on the PHAC are currently vacant. Two community members reached out with interest in joining the PHAC.

Heather Sellers
Heather Sellers joined Eastside Health Network in November 2020 as the Director for Population Health and Care Management. She provides clinical leadership and program oversight to the Ambulatory Care Management and Clinical Quality teams. Previously, she was the Quality Manager for MemorialCare Select Health Plan where she was responsible for the Quality, Credentialing, and Health Education programs for the plan.
Heather holds a Masters Degree in Public Health with honors, for her practicum “Pandemic Preparedness and Local Distribution Site Operations in Wyandotte County Kansas.” She earned a Bachelor of Science in Nursing Degree from Miami University in Oxford, Ohio. She is certified in Public Health and is a Certified Health Education Specialist.
Heather started her nursing career at Naval Hospital Bremerton serving as a staff nurse on the Medical-Surgical Ward, Level II Newborn Nursery and Post-Partum Care Clinic. She also held positions as Charge Nurse for an Ambulatory Procedure Unit, Department Head for Wellness and Health Promotion, and Senior Nurse Officer for a primary care clinic. Her efforts resulted in the Gold Star Award for Command Excellence in Health Promotion in 2003 and 2004 and while assigned as Medical Officer Programs Recruiter she earned recognition as the Region West Medical Officer Recruiter of the Year.
In 2011, Heather deployed to the NATO Role 3 Multinational Medical Unit Kandahar Afghanistan in support of Operation Enduring Freedom. Her Naval career culminated as Director, Public Health Services and Chief Nursing Informatics Officer. In the role she directly contributed to the successful implementation of the new DoD electronic medical record, MHS GENESIS.
Heather completed a successful 20-year career as a Nurse Corps Officer in the United States Navy, retiring in 2017 at the rank of Commander.
Her personal military decorations include the Navy Meritorious Service Medal, the Navy & Marine Corps Commendation Medal (5 awards) and the Navy & Marine Corps Achievement Medal (2 awards). She also completed certifications as a Physical Fitness Specialist and Health Promotion Coordinator.
Jessica Enick
Jessica Enick holds a Master of Science in Industrial-Organizational Psychology (MSIO). She is interested in joining the Policy Health Advisory Council because she wanted to make a difference in the health inequities and systemic differences in health outcomes. Jessica has lived in Snohomish County for 28 years, she currently resides on the Tulalip Reservation with her family.
