Background

Snohomish Health District recognizes that providing information and promoting access to health care for community member improves health and reduces the overall cost of health care on a community. The District also recognizes that it serves the most vulnerable population with regard to being able to access health care and those clients would benefit by having easy access to information about affordable health care. The District further recognizes that its resources are limited in the ability to fully accomplish goals of providing the needed information and that a collaborative approach would be more efficient and cost effective.

 

This agreement renews an established working relationship between the Health Care Authority (HCA) and the District by providing office space at the Rucker Building. HCA currently has two community-based Medical Assistance Specialists (MAS) who assist clients in determining Medicaid eligibility. Additionally, HCA staff are a valuable resource for District staff regarding the Medicaid program. This agreement assists HCA’s efforts to expand access to Washington Apple Health (Medicaid).

 

A proposed agreement has been prepared (Exhibit A). Upon approval by both parties, the agreement will commence January 1, 2019, and terminate December 31, 2020, consistent with all applicable terms and provisions. The current community-based lease agreement (Exhibit B) terminates December 31, 2018.

 
Board Authority

Consistent with Resolution 11-36 (12/13/11) and SHD’s “Division of Responsibilities,” the Board of Health retains contract authority for non-legal services greater than $50,000/year or $100,000/total contract.

 
Recommended Motion

MOVE TO authorize the Administrator to renew the community-based lease agreement with the Health Care Authority for the term Jan. 1, 2019, through Dec. 31, 2020.
