| | | | | | | | Background | Snohomish County Code 2.300.130 requires that the Board of Health adopt administrative rules and procedures. Drafts were reviewed by the Board of Health at regular meetings in August and September 2023. Members, at the September meeting, requested a deeper look into Snohomish County ethics rules and enforcement options.
Snohomish County Code Chapter 2.50 provides the structure and definitions for ethics and the Ethics Commission as an enforcement body. (https://snohomish.county.codes/SCC/2.50)
Several areas are provided as ethical requirements:
- Disclosure of any communications with persons who have business coming before the board.
- Disclosure of campaign contributions (for or against) exceeding $250 with persons who have business coming before the board and/or $500 with an organization who has business with the board.
- Disclosure of any gifts, special favors, or the like more than $100 in any calendar year with persons who have business coming before the board.
- Disclosure of any family member or member who has interest in the action before the board (personal, financial, or other)
- Sell, divert, give away, or use any county equipment other than in the line of their official duties.
If the Board of Health would like to proceed with utilizing SCC 2.50, the County Code will need to be amended to include the Board of Health as a covered entity. |
