Amendment to Board of Health Fee Schedules (SR 23-026; R. Gray)

Background

Following Board of Health approval of the Environmental Health fee schedule on October 10, 2023, a number of scrivener’s errors have been identified that could be seen to alter the intended interpretation of included fees. This ordinance serves to correct those errors.

 

1.40.030 Solid Waste Fees (page 2, lines 24-25 of fee schedule)

Under the section “Permits for Solid Waste Sites (Valid July 1 to June 30),” the top section states:

CLOSURE (ENGAGED IN) or CLOSED (prior to 2/10/2053) LANDFILL

The date “2053” should have read “2003.”  The proposed change for this section will correct the date so that the section now reads:

CLOSURE (ENGAGED IN) or CLOSED (prior to 2/10/2003) LANDFILL

 

 

1.40.040 Food Safety Fee Schedule (page 6, lines 40-41 of fee schedule)

Under the section “Plan Reviews,” regarding the fee for “a) Tap Room / Tasting Room / Vending Machine,” the description for the fee was cut off and the words “Inspection Fee” were not included, instead reading:

Plan Review & Pre-Operation

The fee for this service is intended to include both the plan review activities AND the pre-operation inspection.  The proposed change includes adding the words “inspection fee” to the description so that the description now reads:

Plan Review & Pre-Operation Inspection Fee

 

 

1.40.090 Land Use Fee Schedule (page 10, lines 28-29 of fee schedule)

Under the section “ALTERATION (Licensed Designer Submittal),” regarding the fee for “d) As-Built Submittal / Reserve Area Designation – Concurrent with Building Clearance Review,” the fee is listed as:

$315

A 5% increase over the previous fee should have been $215, but the numbers were entered in error.  The proposed change for this section is to change the fee to read:

$215

 

1.40.090 Land Use Fee Schedule (page 11, line 10 of fee schedule)

Under the section “CONTRACTOR CERTIFICATION – INSTALLERS, M & M SPECIALISTS OR PUMPERS,” for the fee “d) Examination (INSTALLERS or PUMPERS ONLY),” the description for this fee was left off. It should have read:

PER EXAMINATION

The proposed change is to edit the description for this fee to include this change.

 

 

1.40.090 Land Use Fee Schedule (page 12, lines 25-31 of fee schedule)

Under the section “REDESIGN/RESUBMITTAL,” language has been edited to exclude the resubmittal option. This is a change that was made a few years ago under the Health District when Permit Technicians were added to the program. Designers are now required to pay a fee to submit a redesign, but if a designer simply needs to make a small edit and resubmit, those changes do not require a fee. The old language was erroneously included in this version of the fee schedule and should be removed. 

The current fee is listed as:

 

REDESIGN / RESUBMITTAL

Resubmittal

$350.00

Subsequent resubmittal of previously disapproved application or change in

dispersal area or treatment component

 

The proposed changes now read:

 

REDESIGN

Redesign

$350.00

Subsequent redesigns of previously disapproved application or any changes in an approved application design.

 

 

1.40.090 Land Use Fee Schedule (page 13, lines 13-14 of fee schedule)

Under the section “SUBDIVISION OF PROPERTY (PLATTING)” regarding the fee for “d) Final Plat Review Fee – On-Site Sewage System Subdivision,”, the description of the fee was left off.  It should have read:

Per Lot

The proposed change is to add this language to the description.

 

 

1.40.100 Vital Records Fee Schedule (page 14, line 29 of fee schedule)

Under the section “BIRTH CERTIFICATES,” a fee specific to birth certificates purchased through the electronic kiosk was left off of the fee schedule. This was an existing fee. The proposed changes now include:

d) Certified Birth Certificate – Kiosk          $25.00   per copy

 
Board Authority

RCW 70.05.060 (7) Establish fee schedules for issuing or renewing licenses or permits or for such other services as are authorized by the law and the rules of the state board of health: PROVIDED, that such fees for services shall not exceed the actual cost of providing any such services.

 
Recommended Motion
MOVE TO approve Ordinance 23-03 approving amendments to the Snohomish County Board of Health Code Section 1.40.030.
