This is an ordinance that amends Chapter 1.40 in the Snohomish County Board of Health Code (SCBHC), which outlines the Health Department fee schedule. The intent of this ordinance is to reorganize how the fee schedule is structured and to better reflect Health Department services that are currently being offered. The changes to each SCBHC section are described in detail below:

Section 1.40.020: Miscellaneous fee schedule

Added a uniform variance/waiver fee, which used to be included in program-specific tables. No changes were made to the fee amounts or fee language.

Section 1.40.030: Solid waste fee schedule

Renamed section “Solid waste plan review” and removed all non-plan review-related fees with the intent of reintroducing in new sections 1.40.031 and 1.40.032. No changes were made to the fee amounts or fee language.

Section 1.40.031: Solid waste annual permits

Added new section to include all solid waste annual permits that were removed from 1.40.030. Many of the annual permits had an identical fee structure, so these were combined to one row of the fee schedule (with all categories still listed in the title column). Some types of facilities were removed from the WAC when it was updated in 2018, so those categories were not added. No changes were made to the fee amounts.

Section 1.40.032: Miscellaneous solid waste fees

Added new section to include all miscellaneous solid waste fees that were removed from 1.40.030. No changes were made to the fee amounts or fee language.

Section 1.40.040: Food safety fee schedule

Renamed section “Food safety plan review” and removed all non-plan review-related fees with the intent of reintroducing in new sections 1.40.041, 1.40.042, 1.40.043, 1.40.044 and amended section 1.40.045. Section was also split into subsections to account for both plan review fees and additional plan review fee-related code language.

All plan review fees were listed in 1.40.040(A). Expedited reviews were removed from fee offerings to reflect change in department operations. No changes were made to the fee amounts. The mobile food unit permit fee credit during permit review (the text of 1.40.045) was included in 1.40.040(B). The variance application for unplumbed espresso stands (the text of 1.40.046) was included in 1.40.040(C). No changes were made to the text of either of these subsections.

Section 1.40.041: General food safety annual permits  

Added new section to include all general food safety annual permits that were removed from 1.40.040. “General” is thought of as all food service establishment permit fees for low, medium, and high risk establishments that follow the same fee structure. No changes were made to the fee amounts or fee language.

Section 1.40.042: Specialty food safety annual permits  

Added new section to include all specialty food safety annual permits that were removed from 1.40.040. “Specialty” is thought of as all food service establishment permit fees that do not follow the same fee structure or have additional considerations. No changes were made to the fee amounts or fee language.

Section 1.40.043: Mobile food unit annual permits

Added new section to include all mobile food unit annual permits that were removed from 1.40.040. All instances of “mobile food vehicles” were changed to “mobile food units” to match state-level descriptors. No changes were made to the fee amounts.

Section 1.40.044: Temporary food safety permits

Added new section to include all temporary food safety permits that were removed from 1.40.040. Recurring events were broken into their own category instead of being grouped under the general low, medium, and high risk categories. No changes were made to the fee amounts.

Section 1.40.045: Mobile food vehicle permit fee credit during permit review

Renamed section “Miscellaneous food safety fees” and removed all text associated with mobile food vehicle permit fee credits. This was moved to 1.40.040(B), as outlined above. Added table to include all miscellaneous food safety fees that were removed from 1.40.040. No changes were made to the fee amounts or fee language.

Section 1.40.046: Variance application for unplumbed espresso stands

Repealed section, as text was moved to 1.40.40(C) as outlined above.

Section 1.40.050: Illegal drug manufacturing or storage sites response fee schedule

Removed appeals fees, as this is included for all programs in 1.40.020. Added new fee for the sampling of suspected contaminated property in addition to the inspection of suspected contaminated property.

Section 1.40.060: Group camp fee schedule

Expedited reviews were removed from fee offerings to reflect change in department operations. No changes were made to the fee amounts.

Section 1.40.070: School safety fee schedule

Renamed section “School safety plan review” and removed all non-plan review-related fees with the intent of reintroducing in new section 1.40.071. Added new category of plan review for small school construction and clarified that original school construction plan review fee is for large schools. Added new category of plan review for playgrounds. Expedited reviews were removed from fee offerings to reflect change in department operations.

Section 1.40.071: School safety inspections

Added new section to include all school safety inspection fees that were removed from 1.40.070. No changes were made to the fee amounts or fee language.

Section 1.40.080: Water recreational facilities fee schedule

Renamed section “Water recreational facilities plan review” and removed all non-plan review-related fees with the intent of reintroducing in new sections 1.40.081 and 1.40.082. No changes were made to the fee amounts or fee language. Expedited reviews were removed from fee offerings to reflect change in department operations.

Section 1.40.081: Water recreational facilities annual permits

Added new section to include all water recreational facilities annual permits that were removed from 1.40.080. Added new category of annual permits for temporarily closed pools. Added new category of miscellaneous aquatic venues/features for cold/hot plunge units.

Section 1.40.082: Miscellaneous water recreational facilities fees

Added new section to include all miscellaneous water recreational facility fees that were removed from 1.40.080. No changes were made to the fee amounts or fee language.

Section 1.40.090: Land use fee schedule

Renamed section “On-site sewage dispersal systems” and removed all non-OSS dispersal systems-related fees with the intent of reintroducing in new sections 1.40.091, 1.40.092, 1.40.093, 1.40.094, 1.40.095, 1.40.096, and 1.40.097. Expedited reviews were removed from fee offerings to reflect change in department operations.

Section 1.40.091: On-site sewage specialty permits

Added new section to include all specialty OSS permits that were removed from 1.40.090. Specialty is thought of as permit types for more non-traditional OSS dispersal systems, and the section includes composting toilets, holding tanks, and vault privies. A new line was added to the holding tank fees to include a fee for a “change of ownership” process.

Section 1.40.092: On-site sewage alterations and repairs

Added new section to include all alterations/repairs permits that were removed from 1.40.090. No changes were made to the fee amounts or fee language.

Section 1.40.093: Land use reviews

Added new section to include all land use review fees that were removed from 1.40.090. No changes were made to the fee amounts or fee language.

Section 1.40.094: Land use contractors’ activities

Added new section to include all land use contractors’ fees, including report submittals, that were removed from 1.40.090. No changes were made to the fee amounts or fee language.

Section 1.40.095: Subdivisions

Added new section to include all subdivision fees that were removed from 1.40.090. No changes were made to the fee amounts or fee language.

Section 1.40.096: Water

Added new section to include all water-related fees that were removed from 1.40.090. No changes were made to the fee amounts or fee language.

Section 1.40.097: Miscellaneous land use fees

Added new section to include all miscellaneous land use fees that were removed from 1.40.090. No changes were made to the fee amounts or fee language.

Section 1.40.100: Vital records fee schedule

Repealed section, as fees were moved to 1.40.110 and 1.40.111 as outlined below.

Section 1.40.110: Birth and death certificates

Added new section to include all birth and death certificates that were removed from 1.40.100. Many of these certificates had an identical fee structure, so these were combined to one row of the fee schedule (with categories still listed in the title column). No changes were made to the fee amounts.

Section 1.40.111: Miscellaneous vital records

Added new section to include all miscellaneous vital records fees that were removed from 1.40.100. No changes were made to the fee amounts or fee language.
