Snohomish Health District originally contracted with Northwest Center in January 2002. In the years that followed, annual contract costs gradually increased, peaking at $90,627.12 ($7,552.26 per month). We were notified in October 2018 that costs would again increase due to projected changes in minimum wages effective January 2019. Staff asked that the rate be recalculated based on square footage of area occupied and cleaned in the Rucker Building. The result of the recalculation is the proposed rate of $6,281.26, a savings of $15,252 for 2019. These savings are included in the approved 2019 budget.
Staff worked with Weed, Graafstra & Associates to draft contract language that reduced risk for the District by adding provisions requiring background checks for Northwest Center employees who work in the building. Also, the contract duration is January 1, 2019, to December 31, 2019, with the option to renew for two additional one-year terms upon the same terms and conditions.
A proposed agreement has been prepared (Exhibit A). Upon approval by both parties, the agreement will commence January 1, 2019, and terminate December 31, 2019, consistent with all applicable terms and provisions.
