In 2009 the Public Health Advisory Council (PHAC) was established by Resolution 09-20 of the Board of Health. The purpose of the PHAC is to convene community partners to provide periodic advice to the Health District and to the Board of Health and to make recommendations relevant to improving the health of the citizens of Snohomish County. Members are appointed to the Council for staggered three-year terms and serve without compensation. Members are appointed by the Chair of the Board and confirmed by the full Board of Health.
In 2016, Board of Health approved recommendations in Staff Report #16-033 expanding PHAC representation to include a United Way sector. The position was held by Amy Navarro, United Way Senior Manager of Investment & Public Policy, from November 2017 – June 2018. Since then the sector has remained unfilled.
Lark Kesterke has been a member of United Way of Snohomish County for nearly 12 years and is the Director of Impact and Investments. In that role, she is responsible for leading the development and implementation of CORE Collaborative investment model, including the alignment of direct services and advocacy strategy.
Chair Stephanie Wright has appointed Lark Kesterke to fill the unexpired term from March 2019 through June 2021 and requests Board of Health confirmation.
