Authorize the Interim Administrator to approve recruitment of a 0.70 FTE Behavioral Health Specialist to fill a budgeted, vacant position (SR 19-082; B. Straughn, N. Furness)

Division:
Environmental Health /Bruce Straughn, Acting Director; Prevention Services /Nancy Furness, Director
Prior Board Review:
Executive Committee, 7/24/19

Background

In accordance with a budget proviso, recruitment for vacant staff positions must be approved by the Board of Health during the 2019 Budget year.

A Behavioral Health Specialist in our Child Care Health Outreach/First Steps Programs has resigned, with her last day of employment being July 12, 2019.

This position is split between two programs: 20 hours/week with Child Care Health Outreach and 8 hours/week with First Steps. The First Steps program is required to have Behavioral Health Specialist services available to our clients. The attached position description describes the activities the incumbent employee performs within each of the two programs.

The current position is budgeted at $60,036 ($42,855 salary + benefits in the Child Care Health Outreach Program, $17,181 salary + benefits in First Steps). The recently resigned employee had been with the District for a fairly short period of time, so a new hire is not likely to have an effect on the budget for the position.

Board Authority

Consistent with the Division of Responsibilities, the Board of Health has authority over the Health District budget. In accordance with Resolution 18-27, no hiring of additional employees is allowed without the review and approval of the Executive Committee and the Board of Health.

Recommended Motion

MOVE TO authorize the Interim Administrator to approve recruitment of a 0.7 FTE Behavioral Health Specialist to fill a vacant position.
