Background

The State of Washington Department of Social and Health Services (DSHS) contracts with the Snohomish Health District to provide health screening and referrals to primary or specialty care for refugees within the first 90 days of their arrival in the United States. SHD’s current refugee health screening contract expires September 30, 2019. The new contract amendment (Exhibit A) is effective from October 1, 2019, through September 30, 2020.

SHD is reimbursed for direct program costs and administrative fees. The maximum contract amount for 2019-2020 is $280,000 – a decrease of $20,000 from 2018-2019 based on an estimated reduction in refugee resettlements.

Board Authority

Consistent with Resolution 11-36 (12/13/11) and SHD’s “Division of Responsibilities,” the Board of Health retains contract approval authority for all contracts for legal services.

Recommended Motion

MOVE TO authorize the Interim Administrator to sign the refugee health screening services contract amendment with DSHS for the period of October 1, 2019, through September 30, 2020.
