Background

Snohomish Health District has contracted with Northwest Center since January 2002. In the years that followed, annual contract costs gradually increased, peaking at $90,627.12 ($7,552.26 per month) in 2018 for the Rucker Building. Staff successfully renegotiated a one-year contract, which resulted in a savings of $15,252 for 2019. These savings are included in the approved 2019 budget. The South County location costs an additional $21,000 through a separate janitorial service provider.

 

Per District contracting and purchasing policies, the janitorial contract was due for review via the RFQ process prior to executing a contract extension. The District received seven responses to the RFQ (Exhibit A), which included janitorial services for both the Rucker Building and the South County locations. After receiving submittals from seven companies, a team of four staff (interim administrator, HR manager, facilities manager, and purchasing coordinator) scored the submittals based on four key requirements (experience/capabilities, cost of service, references, and compliance). Staff recommends awarding the janitorial contract to Buenavista Services Inc. Their quote to provide janitorial services at both District locations is $58,943.00, a savings of approximately $38,000 compared to the 2020 budget projections based on existing contracts.

 

Staff will work with Weed, Graafstra & Associates to draft contract language that reduces risk for the District by adding provisions requiring background checks for Buenavista Services employees who work in the building. Also, the contract duration is January 1, 2020, to December 31, 2020, with the option to renew for two additional one-year terms under the same terms and conditions.

 

A proposed agreement has been prepared (Exhibit B). Upon approval by both parties, the agreement will commence January 1, 2020, and terminate December 31, 2020, consistent with all applicable terms and provisions.

 
Board Authority

Consistent with Resolution 19-20 and the revised Division of Responsibilities (10/8/19), the Board of Health retains contract authority for non-legal services greater than $50,000/year or $100,000/total contract.

 
Recommended Motion

MOVE TO authorize the Interim Administrator to enter into an agreement with Buenavista Services Inc. to provide janitorial services at the Rucker Building and South County locations from Jan. 1 to Dec. 31, 2020.
